Statewide Welfare Management System (SWMS)
SWMS is a modernization of the current Welfare Management System (WMS). The new WMS system will be a single, statewide eligibility system that will include current WMS functionality plus enhanced features.

Overview
The current Welfare Management System that supports the delivery of Temporary Assistance, Medicaid, Food Stamps, adult services and home energy assistance benefits for OTDA, DOH and OCFS is in need of replacement. It is comprised of two separate systems, Upstate WMS and Downstate (NYC) WMS, that must be maintained by OTDA IT staff for legislative and program changes. Over the twenty plus years of its existence it has become increasingly more complex and harder to support as edits are applied on top of each other. The upstate and downstate systems must be consolidated into one Statewide WMS using newer technology. The Statewide WMS project will undertake this effort. A SWMS Project Management Office and Procurement Plan have been implemented for the day to day support of the SWMS project.
Goals
One “modern” statewide system that:
- Offers flexibility for Local Districts.
- Contains audit tracking features.
- Is client- and case-centric.
- Provides individual services and can also provide a holistic approach to meeting the client’s needs (a single point of entry for benefit determination across all programs).
- Facilitates worker caseload management, is intuitive, reduces the use of codes and is easy for workers to learn.
- Facilitates worker access to all relevant and appropriate data (across all programs) to allow workers to focus on client/family needs.
- Improves the ability to efficiently respond to legislative and programmatic changes.
