The Fiscal Reference Manual’s four volumes provide guidance to local social service districts in claiming state and federal reimbursement.
- Volume 1 - describes Social Services programs, general local district claiming procedures, fiscal policy and expenditure funding.
- Volume 2 - describes all local district claim forms and instructions.
- Volume 3 - describes the local district Cost Allocation Plan for all New York State counties outside of New York City.
- Volume 4 - describes the New York City Cost Allocation Plan.
