Intensive Case Services (ICS) 2007-2008

Appropriation Level: $14,000,000

The enacted State Fiscal Year (SFY) 2007-08 Budget provides $14M in TANF funds to support intensive case services for parents and other TANF-eligible adults who are noncompliant with work requirements so they may become fully engaged in appropriate work or work preparation activities. Funds are allocated to social services districts (districts) based on each district’s share of family cases receiving temporary assistance which include an individual who has not complied with work requirements as a percentage of all such cases statewide. Districts may also use up to 20% of their allocation to serve other TANF eligible families who are not fully engaged in countable work activities, including recipients who may be working part time.

Services supported by ICS must meet the definition of non-assistance services (as described in 00-LCM-20). Services supported with these funds may include, but are not limited to:

Districts are eligible to receive ICS funding up to their respective allocation following OTDA approval of the districts ICS plan. District allocations will be available beginning April 1, 2007, to provide services consistent with a plan approved by OTDA. The deadline for expending SFY 07-08 ICS funds has been extended from June 30, 2008 to December 31, 2008, and final claims must be submitted by February 15, 2009.
