HEAP Program Dates

The Regular Benefit component of the 2009-2010 Home Energy Assistance Program (HEAP) is open, effective Monday, November 2, 2009.

The Emergency Benefit component of the 2009-2010 HEAP program is open effective Monday, November 2, 2009.

The Furnace Repair and Replacement component of the 2009-2010 Home Energy Assistance Program (HEAP) is open effective Thursday, October 1, 2009 until close of business Thursday, September 30, 2010.

HEAP Application

There are two methods of obtaining your Regular HEAP application from this website:

  1. Filing your HEAP Application online
  2. Printing the HEAP Application and submitting it to the appropriate HEAP certifier in your county

If you have an energy-related emergency such as a power or gas termination notice or shutoff, or you have less than a quarter tank of heating fuel, you need to contact your local department of social services to find out where to apply.

Filing Your HEAP Application Online:

You may complete and file an online application for a Regular HEAP Grant if you meet all of the following qualifications:

  1. You live in a participating county:

    • Allegany
    • Broome
    • Chenango
    • Clinton
    • Greene
    • Herkimer
    • Jefferson
    • Livingston
    • Madison
    • Montgomery
    • Steuben
    • Warren
    • Washington
  2. You received a HEAP benefit in the 2008-2009 program
  3. You currently reside in the same county as in 2008-2009

From time to time our system or Internet service may not be available for applying for HEAP online. During the times when this occurs and it is normal business hours (9 AM to 4 PM, Monday through Friday, except holidays) you can contact the local department of social services in the county where you live to ask how you can apply for HEAP.

Printing Your HEAP Application:

Instructions for completing Printable HEAP Application:

  1. Download and print the HEAP Application PDF
  2. Complete the fields using blue or black ink
  3. Sign your name on page 5
  4. Submit to the HEAP certifier in your county
