Division of Operations and Program Support (OPS)

The primary responsibility of OPS is to provide administrative support to the program areas within OTDA. These administrative functions include human resources, information technology support for agency programs, contract management, purchasing, office services, facility management, space planning and training, as well as several unique operations such as the Quick Copy Center, innovative assistance to local districts management improvement projects, management analysis and office automation support for the Division.
Division of Operations and Program Support is comprised of the following Bureaus:
Bureau of Contract Management (BCM)
BCM is responsible for the management of the contract and purchasing processes including negotiating, developing, preparing, implementing, processing and tracking of contracts.
Bureau of Human Resources (BHR)
BHR is responsible for all classification, staffing, recruitment, examinations, payroll, benefits and labor relations activities in support of OTDA. They develop and establish human resource policies and procedures.

Bureau of Information Technology (BIT)
BIT serves the information system needs of OTDA toward the fulfillment of its mission. The Bureau is structured to provide a close collaboration with its internal customers and to maintain a tight alliance with other agencies, such as the Office of Children and Family Services, the Department of Health , the local district social services offices and the Office for Technology . BIT is responsible for delivering an end-to-end service for the Welfare Management System (WMS) and its modernization effort.
Bureau of Management Services (BMS)
BMS is responsible for managing agency buildings, leases, space planning, and telecommunications services. They oversee the installation, upgrading and maintenance of security systems and coordinate health and safety activities at all agency buildings. BMS establishes uniform procedures for managing emergency situations, provides emergency and disaster preparedness training and equipment and disseminates the latest information on security, health and safety, emergency and disaster preparedness activities. BMS also provides general office support services including parking, fleet management, asset management, records management, mail and courier services, office supply distribution and forms management and production. They also operate the Agency’s full service Quick Copy Center, which provides graphics design and high speed production of documents.
Equal Opportunity Development (EOD)
EOD coordinates the development and implementation of policies and practices which promote equal opportunities for applicants, trainees, employees and clients of OTDA without regard to race, gender, religion, age, national origin, physical ability or veteran status. EOD also addresses issues pertaining to affirmative action, harassment, intimidation and reasonable accommodation.
Bureau of Technology/Office Automation (TOA)
TOA is primarily responsible for the development, maintenance and implementation of agency administrative systems, desktop support and office automation within OPS, the Executive Office and the Office of Budget, Finance & Data Management. The Bureau also offers office automation and training services to Agency employees through a contract with the Professional Development Program. Furthermore, TOA facilitates and coordinates office automation activities within the agency.
Bureau of Training and Management Analysis (TAMA)
TAMA serves as the OTDA training office managing educational contracts and Memoranda of Understanding with public universities and other organizations to meet agency and local district training needs. TAMA assesses training needs, develops specialized curricula and provides logistical support for agency-sponsored training across the State. A wide range of course offerings including Child Support Enforcement, Temporary Assistance, Employment, Food Stamp, Disability Determinations, Shelter, Fair Hearings, Domestic Violence Prevention and many other topics are available to OTDA and local district staff. Organizational development and facilitation assistance are also available. Over 35,000 trainees are served annually. TAMA also manages many conferences, regional meetings and teleconferences each year and coordinates TrainingSpace.org, a repository of interactive web-based training modules. For those OTDA employees seeking an Associate's degree, TAMA supports educational opportunities through a contract with Hudson Valley Community College. TAMA co-manages shared systems and management training contracts with the Office of Children and Family Services' Bureau of Training as well.
